Creating a Campus Shared by Students and the Community

Portland Community College's Southeast Center knew they would be undergoing drastic changes over the next years as they transformed from a satellite center into a full-service and self-sustained campus location for the College. Among the key challenges, this master plan had to integrate into an existing city plan that straddles two major transit ways, lies within several different zoning districts, and borders five surrounding neighborhood associations.

There were several objectives for the Southeast Campus Master Plan: help the College prioritize its needs and select an approach to accommodating campus growth; establish and comply with long-range city planning goals; keep the campus in continuous operation; and package the construction into a multi-phased process.

Significant attention was given to re-introducing green space into the campus fabric and developing pedestrian pathways to connect the site east/west and north/south, a strategy to create highly visible places for students to gather and to make the campus an active, connected community.
